The International Court of Justice, ICJ ruled that Serbia did not commit genocide against Croats and Croatia, either, has not committed against Serbs during the conflict that opposed them early 90s.
Genocide is the most serious crime under international law, but also the most difficult to prove.
The proclamation of Croatian independence vis-à-vis Yugoslavia in 1991 was followed by a war between the Croatian forces and Serb secessionists supported by Belgrade. This conflict, one of many that shook the Balkans in the last decade of the twentieth century was about 20,000 deaths between 1991 and 1995.
Croatia lodged with the ICJ in 1999, asking judges to establish that Serbia committed genocide and claiming "financial compensation". But Serbia responded in 2010 with a complaint against-in the same case, accusing Zagreb genocide for the Croatian military operation that ended the war in 1995.
