Difficult for observers from the OSCE to accomplish their mission in Donetsk. The Organization for Security and Cooperation in Europe is responsible for ensuring that the conditions exist in Ukraine to allow the entry into force of the peace agreement.

"The question is not to attribute Debaltseve region to a camp or another. We must ensure that the violence cease. We must put an end to the use of heavy weapons and look after the release of prisoners. These are concrete steps to de-escalate, "said Lamberto Zannier micro euronews.
The question is whether these steps will emerge. Kiev, in any case, remains on guard. As proof, the Ukrainian Parliament has toughen penalties for refusing citizens mobilization.
