The Vienna negotiations take place in a climate "very tense" and there is little hope of reaching an agreement on Iran's nuclear program before the deadline of 24 November.
Tehran wants the lifting of economic sanctions, but the International Atomic Energy Agency is still awaiting Iran explanation for its research program. This was explained to the press the director of the IAEA Yukiya Amano.
"Despite numerous requests from the agency, Iran has not provided any explanation," he has said, "nor allowed the agency to clarify special and concrete measures and has not proposed further concrete steps in a framework of cooperation. "
En route to the negotiations, the head of American diplomacy has made a stop in Paris and told that Washington wanted guarantees on the Iranian nuclear issue.
"Yes, we want an agreement but not any," said John Kerry. "This should be an agreement that works, that could secure our goal of blocking the access road to the bomb."
Major Western powers suspect Iran for 12 years of trying to develop atomic weapons. If no agreement is reached, the deadline for the end of negotiations could be delayed until March 2015.
