Westerners divided over how to manage the Ukrainian record

Should strengthen sanctions against Russia or supply arms to the Ukrainian forces? These crucial questions agitated the discussions at the International Security Conference in Munich. And the least we can say is that opinions differ. What are the risks? Our correspondent James Franey was able to meet with the president of the Munich Conference, the German diplomat Wolfgang Ischinger.

James Franey: '' Putin he tries to divide the West? '

Wolfgang Ischinger: "Of course! We have imposed sanctions. From a Russian point of view, it is an unfriendly act, indeed terribly unfriendly. If I were a Russian adviser, I would say: do everything possible to divide these people so that they can not extend the sanctions machine. It is in the interest of Russians to divide. ''

Europeans and Americans are trying to show a united front on the Ukrainian issue. But on closer look, hard to speak with one voice.

From our correspondent in Munich, James Franey "Divisions appear on how the West should deal with this crisis. The United States now appear to support sending lethal defensive weapons to the Ukrainian forces, but European leaders reiterated that they were opposed. And the one who wins in the midst of these divisions is Mr. Putin. ''
