The North Korean dictator has used his speech on New Year surprise to stretch a hand to his South Korean neighbors. An offer that comes as Pyongyang is more than ever under fire from critics of the international community for its military threats especially vis-à-vis its neighbor with which it is still technically at war since the end of 1950- conflict 1953.
"Depending on the mood and circumstances that remain to create, we have no reason not to hold discussions at the highest level. If Seoul really wants to improve relations, North Korea is ready. We will make every effort to advance the dialogue and negotiations, "said Kim Jong-Un.
The leader of the Communist regime thus echoes an opening act of Seoul. South Korean Unification Minister in charge of North Korean affairs proposed Monday in Pyongyang to hold high-level talks in January.
The last session of inter-Korean formal discussions of this nature took place in February 2014.
This speech preceded fireworks and a show of Snow White played by children to all managers of the scheme.
